J. Nick Koston de1616d0cc Bump noise-c to 0.1.29 and libsodium to 1.10021.10

libsodium 1.10021.10 takes the SHA256 padding block, the SHA256 initial
state and the AEAD zero pad out of DRAM on the ESP8266; noise-c 0.1.29
pins it.
