J. Nick Koston 80b492f638 Quote emitted -I/-L paths so spaced directories survive re-lexing

lex_build_flags shlex-splits build.flags, so an unquoted spaced path
became two garbage tokens; shlex.quote at the emit site round-trips it
back to one.
