J. Nick Koston 4329314996 Keep real secrets on context exit, log parse failures once, return a copy of package sources

secret_values_registered only removes mappings it still owns, so a real
!secret loaded meanwhile is not dropped. Discovery no longer logs a parse
failure itself, as bundle reports it with the consequence. Note in the
docstring that a wrapper equal to a secret loses its tag.
