Extract install checks and flag resolution from write_project
...
_check_install and _resolve_flag_sets pull ~110 lines out of the one
function body; behavior and emitted output are unchanged (the existing
end-to-end tests pass as-is).

Check install completeness before spawning the linker-script gcc
...
A half-extracted framework cache now names the missing path instead of
surfacing a gcc failure; pure reorder, the checks depend on nothing
the generation step produces.
