[cli] Add rotate-key to change the OTA encryption key over the air
Locates the current key on its yaml or secrets.yaml line, writes the new one with the editor from #20602, keeps the replaced key as old_key, checks the device with the probe from #20601, builds, uploads with the current key and confirms with the new one; anything short of a reached device puts the files back.
