Add support for the WIZnet W5100/W5100S SPI Ethernet controller
on RP2040 platforms, using the arduino-pico lwIP_w5100 library.

[uart] Fix RTL87xx compilation failure due to SUCCESS macro collision

The Realtek SDK defines `#define SUCCESS 0` in basic_types.h which
collides with the FlushResult::SUCCESS enum value, breaking compilation
on RTL87xx devices when api/wifi components pull in the SDK headers.
Add `#undef SUCCESS` before the enum definition, following the same
pattern used elsewhere in the codebase for vendor SDK macro collisions.
Also add RTL87xx UART compilation test.

Only advance last_heater_millis_ after the heater command succeeds
so a failed write retries on the next cycle instead of silently
skipping.
Add heater settings to the test YAML to ensure CI exercises the
heater code path.

[packet_transport] Fix tests to call set_sensor_count before add_sensor
...
FixedVector requires init() before push_back(). Update all test cases
to call set_sensor_count()/set_binary_sensor_count() before adding
sensors, matching what the Python codegen does.

[esp32] Add sram1_as_iram option for +40KB IRAM on original ESP32
...
Add a new `sram1_as_iram` option under `esp32 > framework > advanced`
that enables CONFIG_ESP_SYSTEM_ESP32_SRAM1_REGION_AS_IRAM, reclaiming
40KB of SRAM1 memory as additional IRAM on the original ESP32.
This requires a bootloader from ESP-IDF v5.1 or later. USB flashing
updates the bootloader automatically, but OTA does not. At boot,
ESPHome now detects the bootloader version and suggests enabling
this option when the bootloader is compatible.
